A seat is one device, say a laptop or a desktop. You set the number of seats at checkout and can raise it any time.

Starter costs €149 a month, cancellable monthly, or €1,488 a year — two months free. Business costs €7.90 per seat per month, or €6.90 on an annual contract (€82.80 a year). Enterprise is annual only, on request.

Starter covers up to 25 devices, Business 25 to 500. From 501 devices we talk about Enterprise.
